Lane Transit District, the Qualified Entity of the funds allocated to Lane County, must work collaboratively with Public Transportation Service Providers (PTSPs) to develop a method for sub-allocating STIF Formula Fund moneys both within its district and outside of its district boundaries.
The sub-allocation method must use the best available data and must be proportionate to the amount of employee payroll tax revenue generated. The sub-allocation maps are updated as new employment data become available. The most recent sub-allocation maps are below.
The sub-allocation method is a starting point for the Lane Transit District STIF Plan and funding prioritization process. It is not an entitlement to the PTSP and may be one of several decision-making tools used to make funding decisions.
Upcoming 2026-2027 Biennium Sub-allocation Method
As the Qualified Entity, Lane Transit District worked with potential sub-recipients to develop a sub-allocation method for funds outside of Lane Transit District and a sub-allocation map for funds inside of Lane Transit District using 2022 employment information.
Public Transportation Service Providers (PTSPs) in and outside of the Lane Transit District were invited to provide feedback on four strategies at a meeting on August 28, 2024. Entities that were invited to provide feedback included LTD, LCOG, and the cities of Coburg, Eugene, Springfield, Florence, Oakridge, Westfir, Veneta, Junction City, Lowell, Dunes City, Creswell, and Cottage Grove. Attendees representing the following entities attended the meeting on August 28: LTD, Lane Council of Governments, Creswell, Eugene, Florence, Oakridge, Springfield, and Veneta.
The input gathered from these entities resulted in a final out-of-district and an additional in-district sub-allocation map. PTSPs decided to not subdivide either the in-district or out-of-district areas, but instead to create flexibility and allocate 100% of in-district as one area and 100% of out-of-district as one area.


Sub-allocation by Biennium
*Lane Transit District (LTD) is the entity authorized to distribute STIF Formula Funds allocated to Lane County, also known as the “Qualified Entity.” A Qualified Entity means one of the following: 1) a county in which no part of a Mass Transit District or Transportation District exists, 2) a Mass Transit District, 3) a Transportation District, or 4) an Indian Tribe. LTD is the Mass Transit District in Lane County and therefore serves as the Qualified Entity for Lane County. As the Qualified Entity, LTD’s “Area of Responsibility” includes all of Lane County. Lane Council of Governments supports LTD as the Qualified Entity for Lane County.
